The paper submission must be completed before the
deadline on Friday, November 19, 1999. This deadline includes the papers which have
received prior exemption from Conference Management Services for "Non-Electronic
Submission." Furthermore, it does not mean "postmarked";
it means
the material must be in the conference office. The corresponding authors of
abovementioned "exempted
papers" will be given special instructions by Conference Management Services
(CMS) together with
their exemption authorization. ALL AUTHORS who have completed electronic submission must mail the duly signed IEEE Copyright Form to
